business objectives. The role oversees the design, development, integration, and continuous improvement of the Bank's software applications while establishing modern engineering practices, fostering technical excellence, and driving efficient delivery across development teams.
Working closely with the Chief Technology Officer, Product, Digital, and Business teams, the Head of Programming Division translates business requirements into robust technology solutions, enabling faster product delivery, continuous innovation, and exceptional customer and employee experiences while ensuring system reliability, maintainability, and compliance with the Bank's technology standards.

Key Responsibilities
Software Engineering Leadership
- Lead the Bank's software engineering function, ensuring the successful delivery of technology solutions aligned with business priorities.
- Define and implement software engineering standards, development methodologies, and coding best practices.
- Foster a culture of technical excellence, collaboration, innovation, and continuous improvement.
- Provide technical leadership and guidance to engineering managers, team leads, and software engineers.
- Promote engineering accountability for quality, performance, and delivery outcomes.
- Oversee the full software development lifecycle, from solution design through development, testing, deployment, and maintenance.
- Ensure timely delivery of high-quality software solutions supporting digital channels, core banking integrations, internal systems, and enterprise applications.
- Drive Agile software development practices and continuous delivery.
- Ensure software solutions are scalable, maintainable, secure, and aligned with enterprise architecture standards.
- Support the Bank's digital transformation by modernizing applications, development platforms, and engineering practices.
- Lead application modernization initiatives, including API development, microservices adoption, cloud-native technologies where appropriate, and system integration improvements.
- Identify technical debt and implement sustainable modernization plans.
- Encourage adoption of emerging technologies that improve software quality and delivery speed.
- Establish engineering quality standards, including code reviews, automated testing, release management, and performance monitoring.
- Ensure software is developed following secure coding principles and cybersecurity best practices.
- Monitor application performance, availability, and reliability.
- Support production issue resolution and continuous service improvement.
- Promote proactive risk identification and technical problem-solving.
- Plan and manage engineering resources to ensure effective project delivery.
- Monitor development capacity, workload distribution, and delivery performance.
- Contribute to technology planning, budgeting, and vendor evaluation where applicable.
- Optimize development processes to improve cost efficiency and delivery effectiveness.
Qualifications
- Bachelor's or Master's degree in Computer Science, Software Engineering, Information Technology, or a related field.
- 8+ years of experience in software engineering, including at least 4 years in a leadership role.
- Experience leading software development teams within banking, fintech, financial services, or other complex technology environments.
- Proven experience delivering enterprise-scale software solutions and digital transformation initiatives.
- Strong understanding of modern software architecture, APIs, distributed systems, microservices, and system integration.
- Experience with Agile methodologies, DevSecOps, CI/CD pipelines, automated testing, and software engineering best practices.
- Strong knowledge of software development governance, application security, and technology risk management.
- Experience working with cross-functional business stakeholders and managing multiple technology initiatives.
